Police officer's early retirement interpretation suit dismissed for failure to exhaust administrative remedies

In Cholak v. City of Westland, the plaintiff sued the defendant city arguing that the pension board violated the Collective Bargaining Agreement (CBA) in the manner in which it calculated his credits toward early retirement.  The Court dismissed his lawsuit, holding that he lacked the right to sue because he had failed to exhaust the administrative remedies provided under the CBA before initiating litigation.
