City of Detroit employee drinking in a City car is "drinking on City property."

Ronald Long was fired after being caught, apparently, drinking while in his City-furnished car.  The City argued that he was terminated for cause, having violated the prohibition on drinking "on departmental property." The Civil Service Commission upheld Long's dismissal, despite his argument that he was "in" rather than "on" City property.  The Court of Appeals unanimously agreed.
